Delegates are set to fly in from the US for the event, which a Republican source said would be โa small meeting, but a big fundraiser.โ

The US sends billions to israel each year and then the presidential candidate goes to israel to get the money back. Am I missing something?

No "shame on them". Tisha b'Av has got to be among the most obscure of our noted days. They very likely planned this with Israeli help. Whoever on the Israeli side had the responsibility to clear/confirm dates to Romney's campaign either really was unaware or probably took a sick pride in confirming that specific date.
So if anything shame on the chiloni who helped plan this.

WWI started on tisha b'av and the final; solution or Endloesung started on Tisha b'av in 1942 with the deportation of Jews from Warsaw to Treblinka. Put the blame on the "tzionym" or chilonim but your Republican savior will find grace in some of you too.

Halavai that 35% of US Jews would observe the Torah and not eat chametz on Pesach. What is the real number in the US of Shomer Shabbos Jews ?- probably no more that 10-12%!
