Security staff look at a one of the damaged buses carrying Israeli tourists after it was hit by a bomb explosion on July 18 at Bourgas Airport, Bulgaria 19 July 2012.Burgas, Bulgaria - Israeli intelligence intercepted a high volume of telephone calls between Lebanon and Burgas, Bulgaria in the months leading up to the terror attack that killed five Israelis last month, The New York Times reported Thursday, citing senior government officials.
“We know the sources in Lebanon, though not the identity of those on the other end in Bulgaria,” the unnamed official told the Times.
Following the attack, senior Israeli officials placed blame for the plot on Hezbollah and its sponsor Iran.

I am sadly confused, why then would they allow these tourists to continue? Am I oversimplifying a complex issue in connecting the dots between the phone calls?

Yes, you are. They don't issue public alerts or do other interventions until they have specific information that has high significance and visibility.
In this case, it probably wasn't specific enough. Or, it might have needed more verification to be considered reliable intelligence.
If they acted on lower credibility, or less specificity, they'd probably have to shut the whole wlrld down for weeks on end, constantly.
