The Times of Israel (http://bit.ly/1dnolqp) reports that Schapira will be given the award for his involvement with building relationships between the UK and the Haredi community. Schapira is the son of the late United Torah Judaism party leader Rabbi Abraham Yosef Schapira.
The prize, given to civilians and non-British citizens, will be awarded at an upcoming ceremony by the queen at Buckingham Palace.
Schapira said he was “deeply honored” to receive the award, which he said showed “a great respect for our community.”
British Ambassador to Israel Matthew Gould said Schapira, “helped us build a friendship and understanding between Britain and the Haredi community.

Kol Hakavod! Nice to hear Kiddush Hashem!
“Officer of the Most Excellent Order of the British Empire”
Except that there is no more empire, there hasn’t been in almost a century. What they have is the small island nation, that’s ALL! Enjoy.

Actually, the entire British commonwealth, including countries like Canada, are still subjects of the British Queen and she is their titular Head of State.
This is indeed a great honor and makes a kiddush Hashem. It is interesting that the award comes from the non-Jewish British Queen to a Chareidi man for building bridges between communities snd cultures, whilst he probably gets spat upon by his co-religionists, even the higher-ups.
