The hike is the largest rate boost since 1992, when there was a 22.9% hike.
More than two dozen Council members signed a letter to Mayor Bloomberg urging the city to end its practice of collecting a so-called residual rental payment from the Water Board. But Bloomberg has rejected that proposal.
The 14.5% rise would cost the average one-family homeowner another $102 a year, increasing the average annual tab from $699 to $801.
It is the steepest increase since Bloomberg took office in 2002. There was a 11.5% increase last year, and the board has already said another 14.5% rate boost will be needed in another year.

Bloomberg is a pig for letting this approval get through.
High taxes, high gasoline prices, high gasoline taxes, food pricing out of control, high gas and electric rates, tuition cost out of control.......
The only thing this city has not done yet is tax us for breathing which is probably next on their agenda.
