Spring Valley, NY - The East Ramapo Board of Education tonight narrowly approved an austerity budget slightly less than one defeated May 20 by voters after nearly two hours of heated pleas from a standing-room-only audience.
The new $192.7 million spending plan is $721,000 less than the one voters rejected by a 3-to-1 ratio because it raised taxes more than 11 percent, as was reported here by VIN News. The new budget will raise taxes about 10.3 percent.
Schools Superintendent Ira Oustatcher vowed to keep future tax increases and future budget-to-budget increases close to the 3 percent to 5 percent mark.

It is absurd that Ramapo, with it's evershrinking public school enrollment gets a whopping 10% increase. The district is horribly mismanaged. Neighboring Clarkstown can educate students for $8700 each and East Ramapo has to do it for almost each. The private school gets about 10% of the overall budget for busing. I believe lunches are a federal program. Why are we paying through the nose? If East Ramapo would dissolve itself and hand over managment to Clarkstown we would save over $40 million dollars.

In the 5Towns after 25 years of fighting all the memebers of Dist 15 are parents/grandparents of non public school students. 2 school buildings have been closed and the overall financial condition of the district has improved

Absolutely shameful! Voters said no to increases and they still insist on an increase. Why bother having a vote? The budget is so bloated and huge. They can propose austerity every year and get 10% more than last and fleece the taxpayer over and over. That 10% will only grow yearly as the budget grows. Austerity grows with the budget. The only ones who will be able to afford live in Rockland will be the schools and tax exempt properties.

Please be aware the the new board members, atleast to my knowledge, did not have a chance to be part of the increase, they will only start working in the next few months so for the next budget they will be "able" to help us, and yes its a shame that they rip us each and every year without any rachmunis, we hope and pray that they should disolve and we should only pay our fair share and get back services for our money

Your Board's Responsibilities
East Ramapo is governed by a Board of Education composed of nine members elected by the community, each for a term of three years. As a legal arm of the government of the State of New York, the board is responsible for:
selecting a Superintendent of Schools
adopting goals and objectives
establishing policies for the operation of the district
providing and promoting a budget
levying taxes
setting educational policy
approving the appointment of all school district personnel and contracts
meeting all requirements of state education law.
Despite the hundreds of hours annually that they spend at regular meetings, study sessions, workshops, public hearings, special school functions, on "homework" and other education-related activities, school board trustees receive no salary or benefits for the extraordinary service that they provide to the entire East Ramapo community.

Problem is budget is going up by about 4%, but taxes by 10%. This has something to do with previous year that had some savings and taxes did not go up that much.
The solution has to be to close schools and stop the waste!!
3 years ago the NPS running said they found waste and mistakes in the budget. Yet, we are going up and up every year. It is all bull. They need to spend less per child. Many dont want to say anything and lose money to NPS.
This has to end. Who can afford to pay this crap?

It probably did not crash.
Also, Oustatcher is the superintendent, and reports to the board. He is not on the board. He also happens to make about $250k per year. God bless.

Hi guys you got to be calm let wait for the new board members to be on and see what they r doing it is not so simple to go on the board and cut. There is a lot of things that you can't cut exemple pension payroll health insurance so it is only the buildings and the maintnence fleet what we can try to check on so be calm and give a lot of support to the new board members. I will I y h try to keep you posted with all new developments. Thanks guys. A voulnteer to help get the taxes down

I erred slightly in my previous post using outdated information. The currently (2005-2006) available information is that East Ramapo pays an average of $13,124 per each of it's 8160 students, almost 42% above the state average of $9,264. While Neighboring Clarkstown pays 10,518 per student, 13.5% above the state average. but still 30% less than East Ramapo. However the district still stands to save 30 million dollars by dissolving itself and handing managemnto Clarkstown. That would still reduce the budget by more than 15%.

You have the choice to send your kids to the public schools if you wish. It is your choice to put them in private schools so therefore the money seems like a waste to you. You are free to move somewhere else where you think it will be better. Why not move to monroe or to Brooklyn? Just because you don't want the best for your public schools or your community to look nice, doesn't mean the rest of don't.
