El Al, in cooperation with the ministry, was set to send planes to Athens while a Turkish carrier was due to bring Israelis to the Greek capital where they would transfer to the Israeli aircraft and return to the airport in Tel Aviv.

The Turkish government that is supposed to be friendly with Israel will not let El Al land in Turkey necessitating the transfer of people from Turkey to Greece so that El Al can pick them up and bring them home.

Also, the Turkish government has been very protective of its local Jewish community, especially following an attack on an Istanbul Shul, by Arab terrorists, in 1986.
