Powers was 67, reported The Staten Island Advance.
Powers, an MTA board member, was unanimously endorsed by the GOP less than a month ago to run for Fossella's job. Fossella said he would resign after a drunken driving arrest.
"I have not known Frank Powers long, but since I met him, I found him to be a man of great integrity, drive and determination and since the day he accepted the nomination he has been working vigilantly to move his congressional campaign forward," Eaton said in a statement. "He attended the Kings County GOP Dinner this past Wednesday with his wife, and he was enjoying himself, talking to Gov. Tom Ridge, Mayor Rudy Giuliani, Sen. Marty Golden and all those in attendance."
The Kings County and Richmond County GOP organizations are now faced with the arduous task of once again selecting a candidate for the 13th Congressional District being vacated by embroiled Rep. Vito Fossella.
Eaton stated in closing, "my prayers go out to his wife and family at this time of loss."
