The measure, passed by lawmakers before they adjourned, would undo state police policy implemented Sept. 1, 2006. Before then, troopers in some courts discussed with drivers reducing tickets to lesser infractions in return for guilty pleas.
The legislation would allow troopers to appear in court, when authorized by local prosecutors, and prohibit state police from limiting their ability to modify petty traffic charges.

Why doesn't NY just forget about points for most infractions - increase the fines and take curbside credit cards like other states.

its all about money, that will lead to more corruption, then will have more gangster, will need more police to fight it, that will cost more, more burden on the taxpayer, less money in our pocket, that means less consumer spending, slowing economy, rising oil prices, world will colapse, moshiach will come.
