While doing so, Avraham allegedly broke the cord that attached the scanning pen to the main unit, and tossed the pen into the street. Then he repeatedly shoved the agent, police said.
He was arrested on charges of attempted assault, menacing and criminal mischief.

finally. These traffic people need to get the message. They mostly target the JEWISH community. When I go to work in NYC, my meter can expire and I won't get a ticket most of the time. But if I park on 13th ave, they are crawling to get us.

I see that everyone is posting comments based on speculation so let me tell you his story.
On 14th ave by shorei haddas there was a levia going on. The cars usually double park on the avenue.
He was double parked in front of the gas station, when 2 traffic agent came over from both sides of his car and told him to move. He explained that he is on the phone and doesn’t have a headset and will finish his call and move. One agent said ok, but then the second agent started writing the ticket.
He got upset and took away the pen through his window.
They told him to get out of the car. When he came out they grabbed his arm so he took his own arm and touched the agent. The agent said that he touched the agent first and they called the cops.
Guess whom the NYPD will believe him or the agent? So they arrested him.
I guess thats what "repeatedly shoved the agent" means. This could be a lesson how much we can trust the media.

That being said, whatever this guy did, whether he pushed, took a pen, whatever... that was a big mistake. As is the NYPD will always back the lowlife traffic agent. Why open yourself up to being arrested for assault?

Believe me, after seeing many Hatzolah members get tickets while on call and even hearing about the Traffic Department towing a Hatzolah ambulance, I certainly know what kind of animals these are. You still can't touch them...

Even if he was not breaking the law - he pulled over to use his cell phone and respectfull(I hope) asked to finish his call, ans was told okay by one of the officers, he would have been better off telling that story to a judge than breaking the law by grabbing the pen from the officer. A courtesy they don't extend to the majority of the [Jewish] population! The law is as follows:
1. You can drop off and pickup passengers and merchandise in a No Parking zone. You may pick up or drop off passengers ONLY in a No Standing zone. You may not stop at all for any reason other than a traffic light at a No Stopping zone.
2. You may park at a fire hydrant from sunrise to sunset,unless prohibited by other specific signs, provided a licensed driver is behind the wheel and complies with istructions to move when told to do so by a law enforcement officer.
3. If you are in the car behind the wheel, regardless of what parking violation you are committing, the issuing agent must ask you for identification or at least for your name, insert that on the summons and hand it to you personally. Puting it on the windshield in the above case is improper service and the summons must be dismissed regardless of the actual violation committed.
4.It is never wise to get aggressive with issuing officers. Instead you are better off capturing his or her action on video or still picture to be used later in your defense.
5. You can also follow him or her to see how they write other tickets and use those pictures to bolster your winning argument.

Unless you have permission from the banks for this (which I doubt since it prevents customers from using the ATM machines) it is gezel and your T’filos aren’t worth anything since it’s a mitzvah habah b’aveira.
