    Current third in command, chief of department Philip Banks III is becoming first deputy commissioner, Bratton announced Thursday, although many insiders believe the chief of department is a more prestigious post.

    Chief of Patrol James O’Neill will take over as chief of department.

    Chief Carlos Gomez, commanding officer of the NYPD’s Housing Bureau, will become the new chief of patrol, the announcement said.
