If the pilot program succeeds, TVs will be posted in stations and bus stops throughout the system, generating revenue for the MTA.

Per the article, CNN is paying for the installation of the televisions, so this isn't raising fares. Also, the article states that the program may generate revenue for the MTA, which can actually delay (we can only hope) the next fare increase.
