    New York, NY – Queens Assemblyman Michael Miller proposed new legislation that would prohibit cars with out-of-state plates to park on city streets overnight.

    The New York Post (http://bit.ly/15tRY9j) reports Miller’s proposed new law would make it illegal for cars with out-of-state license plates to park on the street between 2 a.m. and 5 a.m.

    Miller estimates that one of every five parked vehicles in his district is registered outside of New York state, and he’s heard various complaints from the Woodhaven Resident’s Block Association.

    “In the City of New York and other areas throughout the state, we have become inundated with out-of-state vehicles taking up parking spaces on public streets to the detriment of local residents,” said Miller.

    “By registering out-of-state, you are either committing fraud by not registering your vehicle in New York state or you are avoiding paying state Department of Motor Vehicles fees.”

    Visitors would be able to apply for an “exemption sticker” to be able to park. A New York City resident who owns property in another state and whose car is registered in that state would also be able to apply for an exemption.

    “To have a provision that prevents people from coming to New York City and parking on the street during some given hours seems totally shortsighted and unfair,” said Robert Sinclair, New York spokesman for AAA.

    This does seem like a great idea in theory but putting into practice is unrealistic. People coming from neighboring states to visit family and staying overnight should be allowed to park and these exemption stickers does not sound practical.

    How will someone be able to rented in NYC?

    The problem is that the city was built when car parking was not an issue. This solution would only be helpful if the problem was that the people of New Mexico, Idaho, and Toronto found it cheaper to park their cars in NY. But the real issue is simply too many cars for the city.

    One thing that could really help is to get rid of some of the fire hydrants in the city. There is no reason every block requires three or four hydrants. If needed, get longer hoses.

    This proposal seems ridiculous, as there are legitimate tourists or businessmen who enter New York City for a brief stay. Where should they park their cars?

    On the other hand, in the Madison section of Brooklyn, in an area with no alternate-side parking restrictions, I know of at least one ancient car parked on the street that has three flat tires and that has an out-of-state license plate with a decal that expired ten years ago. Perhaps the car is owned by the homeowner in front of whose house it is abandoned, a fellow with a last name matching one of the Hebrew months. I am uncertain why this vehicle should be allowed to take up a valuable parking space in perpetuity, when it is a derelict and an eyesore. But I understand that we are not supposed to call the authorities on a fellow Jew.

    Is this guy Miller as dumb as the article portrays him? Every time someone from Lakewood drives to Willy for Shabbos he/she would need to get a “visitor sticker”? Please focus on something useful Mr. Miller like licensing requirements for Mikvahs or fixing the public toilets in City Parks.

    what an idiot. Out of towners, as it is, hate coming into the big rotten apple but sometimes need to.and when they come in, don’t they buy products and provide the city and state with money?this will only push them further not to come in to New York and support businesses.

    The frauduulent out of state registrations are a definite problem, more so for the residents out of state who’s insurance rates increase because of claims in New York where repair costs are much higher. It costs a lot less to insure in Iowa, as a Kensignton car rental company does, rather than in Brooklyn. While the Assemblyman’s intentions are good the courts would never uphold such a law.

    A better solution is to take advantage of license plate scanning, compile a data base of out of state cars that are scanned numerous times in a several month period and report that information to the other states’ motor vehicle agencies and insurance departments.

    Another issue is the out of state plates slapped on cars for sale up and down Utica Avenue and other area streets. These cars are not registered, are driven to the sales parking space without the benefit of insurance and these gypsy sellers pay no income tax on their ill gotten gains.

    Each neighborhood has their own unique parking issues. I live in the area of 38th st and 13 ave. In the last 10 years this area lost well over 30 daytime parking and about 10 – 15 no standing anytime spaces. In front of one supermarket 11 parking spaces (yes 11) spots were taken away for truck loading. Then you have yeshiva busses which hog dozens of spaces. Go right now and see how many busses are parked on 14th Ave and 40 -39 st. Then you have those who make illegal driveways. This can be rectified by the city planting a tree in front of these homes. Kein yirbu, Belz, Bobov, and satmar are opening up yeshivos on 36, 37 and 38 & 13th ave. with wedding halls. If its hard to park now I can’t imagine what’s going to be when all 3 plus tifers Rifka have weddings the same night.

    Well, it works fine in Boston. They began this system of local residents parking only and no one is asking for a return to the old way. I like the idea a lot.
    Out of towners would have to park in parking lots and pay the fee.
    There is no other way to allow fair parking access to the locals.
    That driveway is becoming ever more valuable.

    This guy is utterly insane ! NYC has so much tourism with people visiting relatives or flying in and renting cars at airports and this guy wants to hang a big  $ %%# YOU sign for everyone to see when coming get into the city.
