New York City - Council Members Simcha Felder (D-Brooklyn) and Gale A. Brewer (D-Manhattan), Chair of the Council’s Committee on Technology in Government, will announce legislation on Wednesday, August 13, 2008 that would modernize on-street parking in New York City by mandating citywide rollout of muni-meters while also creating a system by which drivers can pay for parking by phone. Felder will introduce a package of parking bills at the Council’s Thursday, August 14, 2008 Stated Meeting.

“We need a game plan for bringing parking technology into the 21st Century in all five boroughs,” says Felder. “Muni-meters and pay-by-phone systems increase parking availability and allow drivers to pay by credit cards, so that people don’t have to keep their piggy banks in their glove compartments.”

“Muni-meters provide for more parking spaces than do parking meters,” adds Brewer. “As everyone knows, parking spaces are in demand. I am also enthusiastic about this bill because it provides for an additional innovative way to purchase a muni-meter ticket – use your cell phone as payment system! Congratulations to Council Member Felder.”

Felder’s legislative package also calls on the Department of Transportation to work with the Metropolitan Transportation Authority to synchronize payment technologies. Additionally, it would close a confusing loophole in city law that currently limits drivers who park at broken meters to one hour of parking, a law that most drivers are unaware of and can lead to tickets. Felder’s bill would allow drivers to park for the maximum allowable time posted.

How about charging every New Yorker 1,000 a year which would permit anyone to park when and where they want under certain restrictions.

4:23,
If there are meters, each spot has to be large enough for a large (long) car; three Mini Coopers would take up the same three spaces that three Suburbans would take up by parking according to the location of the meters. Yet if there are no individual meters, cars will park as close as is necessary, leading to more spots per block.

Muni meters raise more money because you can't scope it out as you can with a cash meter to see if there is time remaining. Unless someone volunteers their receipt with time left. Can't use credit/debit cards because the numbers can be stolen over wireless network and the city also wouldn't want to argue with credit card company lawyers about your parking ticket and short timed meter stamp.

The City won't go for enhanced technology to accommodate drivers. They count on the revenue from parking tickets more than the [regular] parking fees!!!

to 5:38 On paper you sound right. But I work in Kew gardens Queens and I frequent Bensonhurst. Both places have Muni Meters. The fact is Without the meters as a guide people park like jerks as they would on any block. In addition Iv'e seen elderly / handicap people have to walk from a corner spot to the meter and back. I'm no fan of these meters.

Greta idea Felder.
Won't have to look for change anymore.
Less tickets cause I could place a call from my office to pay for parking.
More parking spaces.

Just hope Bloomberg goes along with this cause there will be less tickets to write.

How about PAYING PARKING TICKETS BY PHONE ALSO? If it would be that easy, a lot people would be able to get to it right away and pay quickly and not let all those fines for lateness add up!
