New York – New Seat Belt Law Proposed For Cabs Under Vision Zero Plan

REUTERSNew York – The de Blasio administration is drafting a proposal that would legally require all passengers in cabs and livery cars to wear seat belts, regardless of age or where the passenger is sitting, in support of their Vision Zero plan.

    Current state law states that front-seat passengers and kids under 16 years of age are exempt from having to wear a seat belt when riding in any for-hire vehicle, according to NY Daily News (http://nydn.us/1Eou8Ml).

    Cabs were previously treated as mass transit, exempting riders from the seat belt law, when exemptions were made in traffic laws decades ago.
    The Taxi and Limousine Commission says that 50 percent of taxicab passengers don’t wear seat belts.

    If pulled over, the parent or guardian of a child not buckled up could be charged with a fine. Minimum fine would be $25, while the maximum would be $100. Cab drivers would not be ticketed.

    State Senator Brad Hoylman (D-Manhattan) presented his own bill on Monday, separate from the Vision Zero legislation, which requires all passengers to wear seat belts in cabs.

    … and parents of infants would need to use car seats?

    If yes, might as well ban parents from traveling, until their kids are eight.

    If no, how will the kids travel safely?
