Postville, IA - Government Officials Push For Housing Standards

Postville, IA - Postville's city government is examining the possibility of implementing a housing code for its residential buildings.

The move -- pushed by some city officials -- comes after complaints about the living conditions faced by workers at Agriprocessors in rental properties in town.

City attorney Anne Loomis said she was surprised when she moved to Postville earlier this year and saw people living in garages and other odd living arrangements.

She said with no housing code, though, there was nothing the city could do about it. Other city officials, including Mayor Robert Penrod, agree that it's something the city should look into.

"We've got the same problems as a larger city," Penrod said. "But there's a lot of people that disagree. That's the way small-town politics is."

Two monthly meetings were held this summer with area landlords, but the code remains a work in progress.

Some of the city's landlords said a housing code in a city the size of Postville is unncessary and that the city should not get involved with tenant issues.

"I'm concerned for the city that they're sticking their neck in something that is regulated by tenants. This is a private business renting properties," said Travis Seibert, a major rental property owner in town.

"Housing code in big cities -- they are for big landlords who cause problems," he said.

But councilman Milo Heins said landlords were the prime motivation in creating a housing code. He said he has grown tired of hearing complaints, particularly GAL Investments properties, which are owned by Gabay Menachem.

"We've got the one landlord that's piling them in and that a lot of people are against it. He's putting three to four in a bedroom," Heins said. "This has been going on for some time. We're just finally doing something about it, or trying to."

Menachem, who owns about 130 properties in town, said extraordinary circumstances have given him an unfair reputation as a negligent landlord.

After an Immigration raid at Agriprocessors in May led to the arrest of nearly 400 workers and saw hundreds of others leave town, Menachem said that many of his properties were in disrepair.

The sudden exodous also cut off his flow of income, he said.

City leaders say they are trying to craft a new housing code that satisfies both tenants and landlords. They figure by bringing landlords to the table, then voluntary compliance will come much easier.

The only new business open in postville are from immigrants & not from locals, 2 new business own by Sibert , 1 icecream shop, and custom kitchen cabinets,

The others are own by jews, mexicans & somalies.

Regarding housing, the city never complain when the bigger landlord " Kermit Miller " own 100" of houses, the only doing this now after Miller sold the business to Gal Invesment ( a jew )
The new people are choosing to live in one house so they can save money.

No body its forcing no one to work or live in postville.

To many negative stories about our town. Must are blow out of proportion .

They never did any thing to support the rubashkins, they never have any problems with the Turkey Plant & iligals workers , never complain about all the farmers and others using mexicans,

If it is good enough for your children, then your kids are probably good enough to work for Rubashkin. They would fit right in with the other kids that work there.

So if the economy in Postville is so bad for these real estate companies (including two owned by the Rubashkin's), how come GAL Investments bought three additional houses after the raid?

Maybe its because they charges workers $100 a week for a mattress on a floor in a house shared by 10 people? If my math is correct they gross $4,000 a month on a house you can buy for about $350/month.

Sorry, all the crocodile tears about oppressive boarding house regulations is nonsense. After the first fire that results in someone dying, these same real estate people will cry that it wasn't their fault - because they were no regulations they didn't meet.

I read how many stories in the paper about '$100 a week per bed'? I saw how many pay stubs with $100 a week deductions?
maybe 'smart' is right! Maybe Agri is a side business. But since Rubashkin has no ne'manos or chezkas kashrus anymore, I believe the primae facie evidence.

A criminal might be innocent until proven guilty, but we still give him a large bail to make sure he comes to court. And if his crimes are really big, we make him stay in jail until trial. Why, if he was so innocent until proven guilty? Because we still do not trust him.

Same thing here. In America, hiring illegals is minor, like having extra labels on the trucks. But we lost faith in Rubashkin because of many, many minor things that added up into major kashrus and halachik problems.
