The problem is that Synagogue, Federations, JCC’s, and other Jewish organizations don’t always do a thorough criminal background check to weed out potential employees, who may have a history of violence, are sexual predators, abuse drugs, have anti-semitic attitudes, or are sociopaths. You get what you pay for; if organizations wants to employ those from the bottom of the barrel, problems can arise.
