In response to a complaint about bad odors, inspectors went to the privately owned land off Route 306 where the kapparot ceremony was held.
No chickens -or people-- were at the location, said Judith Hunderfund, an engineer with the Department of Health.
"There was a large amount of chicken feces, feathers, food and trash," she said. "There was also an odor."
The organizer, Moshe Lefkowitz, was cited for two violations of the Rockland sanitary code.
Inspectors later reached Lefkowitz, who promised to clean the site.
The Rockland Department of Health will inspect the location again tomorrow, when the ritual is expected to resume.
The Hudson Valley Humane Society for the Prevention of Cruelty to Animals is also inspecting the site regularly to make sure the chickens are being well-treated.

Lefkowitz was fined $3,000 by the Health Department in January after leaving the site of last year's ceremony strewn with blood, feces, feathers and other garbage that attracted flies and maggots and caused potential for disease.
The owner of the old Rockland Drive-In in Monsey -where the ceremony was held last year -did not allow the group to use the property this year.
Lefkowitz has been paying the fine in monthly installments, Hunderfund said. The final payment is due this month, she said.
"If they don't maintain the facility appropriately, we will take legal action against them again," Hunderfund said.

yes, if it was smelly and littered he deserves the fine. Doing a mitzvah does not exempt you from dina diMalchusa dina or mentchlechkeit. There are real health hazards also.

It's totally disgusting. In the old days we didn't make a public spectacle of this. Each family went to the butcher or other tznius location. We did not make a big public festival of it which causes other people to be repulsed by the minhag. They should stop this in Monsey already. Enough Chillul Hashem!

I really am considering just using money for kaporus this year, not sure I want to use chickens that are causing a chillul h' and an owner who is only worried about the bottom line-$. the only good that can come out from this is that as you can see in the video the chickens are being treated better and now that they were fined- rightly so- he will keep things clean so not to get fined again.

I feel sorry for the person with this kapparos business. He is a very nice well meaning person. But the massive kapparos is a bad idea and creates a chillul hashem every year.
