The board announced Thursday that it is fining The Advance Group $15,000. The firm owes another $10,800 to the state.

The consultant group was accused of helping a well-funded anti-horse-carriage group as well as two city council candidates in 2013.

The board said that work allowed New Yorkers for Clean, Livable and Safe Streets to dodge rules limiting how much it can help specific candidates.

Attorney General Eric Schneiderman also hit NYCLASS, an independent spender, for coordinating with the candidates.

NYCLASS bombarded the airwaves with ads calling for horse carriages to be banned.

The Advance Group says new firewalls are in place to prevent future violations.
