Already, some 60 trucks have been taken off the road until their metering equipment complies with the city's standards.
In a statement on Wednesday, Mayor Michael Bloomberg said the declining economy means that more families will struggle to pay their heating bills.
"No city, even as big as ours, can control global factors that determine the price of oil, but we can help homeowners ... by making sure they get every drop of oil they pay for," he said.
Along with regular testing by the Consumer Affairs department, surprise inspections in the streets are part of the city's plan to monitor compliance and prevent the gouging of customers.

i own a property and have section 8 tenants the city stops paying the rent for every complaint those bums give in so they shouldnt have to pay there share of rent
