Troy Police Capt. Daniel DeWolf said Wednesday that officers responded at about 1 a.m. after the driver of the truck hit the side of a home from inside a National Grid complex and was circling the company lot. DeWolf said one person was briefly trapped inside the home but was not hurt.

DeWolf said the driver then fled and drove through a fence and into the Hudson River in water about 15 feet deep, completely submerging the truck. Three tow trucks were able to remove the truck from the water at the federal lock in Troy at about 6:30 a.m. Wednesday. The vehicle had front end damage and a shattered windshield.

Police were investigating how the man entered the complex and where he got the keys to the truck, DeWolf said. The victim, who has not been identified, was not a company employee, DeWolf said.

The lock, which is operated by the U.S. Army Corps of Engineers, remained temporarily closed but was expected to reopen later Wednesday.
