Houston, TX – This week, families in Texas receiving federal assistance through the Special Supplemental Nutrition Program for Women, Infants and Children (commonly known as WIC) were informed by the Texas Department of Health and Human Services (TDHHS) that Kosher and Cholov Yisroel milk and cheese will now be covered under the program in the state, beginning April 1, 2009.

A division of the Food and Nutrition Service (FNS) of the United States Department of Agriculture (USDA), WIC ensures the health and nutrition of eligible pregnant women, nursing women, and infants and children under the age of five. Currently, WIC serves 45% of all infants born in the United States.
Although most food staples included under WIC coverage, such as eggs, beans and juice, had never posed a problem to observant Jewish families, higher-standard kosher milk and cheese had until now been out of reach for WIC eligible families due to certain federal and state regulations. Rabbi Asher Block, Agudath Israel’s Texas Regional director commented: “I am grateful to TDHHS for their many hours of hard work to ensure that the kosher needs of Jewish families throughout the state are acknowledged and accommodated.”
The development resulted from extensive collaboration over the last several months between Rabbi Block, concerned parents from across the state and officials from TDHHS in Austin. The efforts involved working closely with supermarket franchises in the state that carry kosher dairy products, as well as with milk and cheese suppliers across the country, to ensure that adaptation and implementation of the new WIC-covered kosher products would run as smoothly as possible.
“Educating and sensitizing the public regarding the unique dietary concerns of our constituents was key during the entire process,” said Rabbi Block. “Enabling these families to maximize their participation in this critical federal program will, we hope, help provide hard-strapped families financial relief, especially important during these times of economic uncertainty,” noted Dr. Zev Munk, Advisory Board Chairman of Agudath Israel of Texas.
Rabbi Yehiel Kalish, National Director of Government Affairs for Agudath Israel noted that the breakthrough “will provide significant financial savings for families in our communities. Additionally it will hopefully open the door for religious accommodations of a similar nature by WIC state offices across the country.”
So, it provides financial savings for religious families… but not the ones that pay the taxes to fund these programs. Higher priced milk = more funding required to run the program, and the funds come from the paycheques of the working stiff. It’s nice to know that someone will stand up for anyone except the people that pay for these programs.

In the U.S., where there is no reasonable risk that the gallon of milk at the grocery store is going to be anything other than 100% pasteurized cow milk, is restricting oneself to Cholov Yisroel halakah or is it a minhag or chumra?

When i moved to an out of town community- I Was told by a prominent Gadol/Posek that to be Makpid on cholov Yisrael where its expensive for “kinder” is a Shaila that the Satmer Rov paskened you dont have to. WIC women infants childrens
Reply to #2 according to the shulkan aruk cholov stam (Non- cholov yisroel) is forbidden. The great torah giant Rabbi Moshe Feinstein was able to find a heter like your logic that we can drink it, even though he himself only drank Cholov yisroel.
Even the families who pay the taxes can qualify for this program! Before spewing your ignorance, do your research! WIC is NOT a welfare program. It’s a nutrional supplement program. In Minnesota were they have allowed kosher products for wic use, has an income guideline of up to $95,000, a year for certain family sizes. Yes $95,000!!! So relax and let’s be happy that working/tax paying Kosher families can use WIC’s services.

shulchan aruch does not talk about chalav stam, only chalav akum – unsupervised non jewish milk, which is forbidden. chalav stam is the term for milk that is government supervised as opposed to jewish supervised which is called chalav yisrael. Different poskim have different outlooks on whether chalav stam is permissible. If your posek doesn’t permit it for you then you may not drink it, though there are many that took CY as a chumra as well (that is their poskim do allow CS but they only drink CY anyway). Even among those that only drink CY many allow young children to drink CS as someone else stated above.

הנה בדבר החלב שזה הרבה שנים שיראי השי”ת אשר בטאראנטא נזדרזו בהסכם הרבנים וכל החרדים למצוות התורה ותקנות חז”ל, וראו שיהיה חברה (קאמפאניא) לחלב שנחלב על פי השגחת ישראל, וכן כל הדברים הנעשים מחלב, כגבינה וחמאה ושמנת (קרים) מחלב זה על פי השגחת ישראל. ועתה נתרשל הדבר מצד שעולה ביוקר מעט, והרבה לוקחים חלב מסתם חברות, אף אנשים מאלו שלקחו כל השנים מהחלב והגבינות וכל המינים מהחלב שתחת השגחה.

וגם על גבינות הא ליכא היתר ההוא דהן אסורות מטעם שמעמידין אותן בקיבת נבלה, ועי’ מש”כ באגרות יו”ד ח”ב סי’ מ”ח, וכשגבינות נעשו בהשגחת ישראל מחלב שלא ראה ישראל החליבה, עיין אגרות יו”ד ח”ג סי’ ט”ז, ורק מצד שמקילין בחלב נתרגלו להיות מקילין אף בגבינות. ולכן ודאי יש להזדרז בזה ביותר, ולחזק ידי יראי השי”ת העוסקים בזה, שיתקיים החלב שתחת השגחת ישראל בטאראנטא. ויתרבו חרדים לדברי התורה שיקחו חלב זה, וכל המינים מהחלב שתחת השגחה, אשר ממילא גם יוזל המקח, ולא יקשה הדבר לשום אדם.
ובזכות הזהירות והזריזות במצוות השי”ת ותקנות חז”ל נזכה כולנו לגאולה השלימה אשר אנחנו מצפים ומקווים כל הימים.

It’s a little troubling for the government to be spending money to subsidize religious preferences. They should say we will give you 3.99 (or whatever the going rate is) for a gallon of milk. If you want special milk, then you pay the difference. What if muslims decide they can only drink milk from mecca that costs 10.00/gallon? Should taxpayers have to pay for that?
WIC is welfare, but this program will help to get the Kosher products into these states that did not have them readily available till now, and the taxpayers will also benefit.
The government should NOT be accomodating people’s religion in this way. Cholov yisroel is not a necessity. Why shoukd my money be going towards some lazy Chosid or Litvak’s cholov yisroel? Why can’t people go to work instead of smoking cigsarettes, drinking coffee and schmoozing all day in so-called kollelim?
A man who doesn’t work is no man. How many people do we need in kollleim, especially when the majority are not going to become dayanim, pulpit rabbis, educators, maggidei shiur, sofrim or mashgichim?
The poor should make do with good, regular milk which is 100% Kosher, nutritious and good to drink. If they don’t want to drink fresh milk, then let them follow the shita of R’ Tzvi Pesach Frank and drink gov’t subsidized dry milk.
I don’t even buy cholov yisroel. Why should these parasites have the luxury?
