Police did not say where or when the incidents took place, though both occurred in northern Chautauqua County.
Both drivers told police they were stopped by a man driving what appeared to be a black unmarked Ford Crown Victoria. The first driver said one man was in the car; the second saw two men.
Dunkirk police and the Chautauqua County Sheriff's Office are investigating.
Police suggest that anyone stopped by an officer in an unmarked car keep their doors locked and not completely open the car window, especially if the officer is not in uniform.
Police also suggested calling 911 to verify that the officer is legitimate.

Perhaps we should all make sure to copy the license plate #s even though they are probably stolen anyway. So, we should also try to remember how to describe their faces for a possible future line up.

first of all who said so? if in doubt, call 911 to confirm. a real cop has nothing to lose. but who said the criminals observe the law? they wii not be happy to have a marked car show up.

You were tought wrong. Any police officer from the Chief of Police on down can stop you for any violation. If you are stopped by a plain clothed officer in an unmarked car, politely ask to see his official picture I.D. not just his badge.

Stam for toeles harabbim:
Unmarked cops usually drive Crown Vics, or sometimes Chevys, but they're virtually always American cars. Also, they are usually black, gray or white (no wierd colored cars) and often have tinted windows. If you know what to look for you can usually figure out which cars on the road are cops. (Occasionally they're in SUVs.)
Hopefully no one will every get a chance to see if I'm right or not...

Highway police can only stop someone in marked cars.
and if you get pulled over by a unmarked car you don't have to stop all you have to do is slow down, put on your hazers lights to signal the officer that you acknowledge him and drive to the closest precinct, or call 911 and ask them if the car behind you is a real cop (they should be able to find out ).

It's a gubernatorial-executive order, which means it only applies to state law enforcement authorities (e.g., state police, DEC police). There should be a statute in my opinion, though, so that it would apply even to local law enforcement authorities.

That is not true anymore, in matter of fact, NYPD has recently put Nissan Maxima or Altima in service. One thing you should not do is to give the real cop a hard time, you won't win!. As soon as you are pulled over, 1) Signal 2) Pull over to a spot where it's safe for both of you. 3) Illuminate your interior lights. 4) Roll down your windows (especially if they're tinted). 5) And last but not least. Never be a wise guy, argue or give the cop a hard time, If you think he/she is not right rather do it in a court of law... Have a Safe and Gr8 Summer and Good Shabbos.

And what will you do if he doesn't show you one, but pulls a gun on you instead? By then it will be too late.

Oh yeah? And what are you going to do if he's not really a cop? If he's in an unmarked car you should assume that he is NOT a cop, and proceed accordingly. Most people in unmarked cars are not cops, and you have no reason to assume this person is different. Call 911 and tell them what's happening, but do NOT give a criminal a chance to harm you.
