Schumer said Monday that current law allows such organizations as camps and day care centers to review only records kept by New York state.

He says his proposed Child Protection Improvements Act of 2009 would create universal access to nationwide background checks at a low cost.

why is it if one works for any daycare agency be it headstart, upk, daycare, or any therapist the providers have to be fingerprinted while any other teacher can get away with it? those who are not licensed should be required to get fingerprinted by the board of ed and the DOE as well, so those who have what to hide will not be hired/
