About 4,300 complaints about noise in Community Board 1 came into the city's 311 line during the first six months of the year.
Most of those people were irritated about noise coming from their neighbor's homes.
The cause could be loud music or TV sets. But in these neighborhoods where young hipsters share the walls with older, longtime residents and working-class families, the culprit could even be the wail of an electric guitar.
Complaints were even higher during the same period last year, when 4,429 calls about noise were logged at 311.
"Until six or eight months ago, the overwhelming number of complaints were about construction sites," said Councilman David Yassky, who represents the area.
"People were complaining that the construction was starting too early in the morning and on weekends. In this neighborhood, every three blocks there's a construction site."
When the city revamped its noise code two years ago, officials said the new regulations would make it easier to crack down on noisemakers. It set lower decibel levels and required all construction sites to have noise abatement plans.
For example, cops can fine drivers if the music blasting from their cars is "plainly audible" from 25 feet. And ice cream trucks are not allowed to play jingles endlessly while parked on the street.
But most of the time, New Yorkers call 311 to complain about noise coming from their neighbors.
They're also griping about noise from the sidewalk, whether its loud boomboxes, arguments or people leaving bars and clubs.
Community Board 14, which includes Flatbush, Midwood and Kensington, came in third with 3,362 noise complaints for the first half of the year.
"People in this area like to play music on the street and there are always sirens," said Donald Fequiere, 27, who lives in Flatbush.
"The noisiest thing in the neighborhood is the traffic - loud sirens going on all the time," said Bernard Lewis, 68, also of Flatbush.
"And those container trucks hauling large cartons on Flatbush Ave., those make a heck of a lot of noise."

There is only one solution to all the noise complaints.
Just look at Mr. Bloomberg's behavior and copy it. Whenever he has a problem, he gives tickets. Mr. Bloomberg is the King of Tickets.
For the next six months, constantly give tickets for noise above a certain acceptable decibel level.
The noise complaints will greatly diminish and more middle class people will leave the city, and Mr. Bloomberg will again be able show how he so beautifully handles the budget.

I Just Have To Give Out My Opinion On Mayor Bloomberg At This Time. A Friend Of Mine Had A Robbery Several Weeks Ago And The Police Marked It As A "Claim" Instead Of A "Crime". Now When It Comes To The End Of The Year, Bloomberg Comes Out And Says That There Are Less Crimes On The Street, You Already Know Why, Cuz Thats His Trick, He Doesnt Mark It As A Crime So That Robbery Was Never A Crime And So On. Huh 311 it's all publicity. This many calls came in. But, what did they actually do about these complaints? It was 12:30 at night and loud music was blasting from a school across the street I called 311 to complain and they started yelling why I'm calling. Is this why it was installed? It's just for the city to be able to see look how many complaints came in. But actually doing something about it NO.

They yelled at u???? Would u please tell us what was said in that yelling don't get me wrong I HATE bloomberg as much as u do, but as far as I know 311 works fine

I agree, 311 works fine. However, the way the agencies such as police to whom the info. is forwarded deal with it, that's a whole other story.

To make it clear, this entire complaint is against the hipster community, the yiddishe area is very quiet, read the article.
Besides the very few hipsters or yuppies that do live amongst us, when they decide to party in some summers eves till 5:00 am, but I don't mind I close my window, and let them have a good time.
