The taxis, known as pedicabs, have gone unregulated for years in New York City.
The three-wheel vehicles with a carriage in the back are increasingly popular among tourists and New Yorkers.
Officials have wanted to regulate them for years, but a judge struck down regulations after the city tried to cap the number of pedicabs allowed on the street.
The rules passed today don't cap the number. Instead, there will be a 60-day period to apply for a license.
Pedicabs also won't be allowed in the city's pedestrian plazas.

Good for them.
In my opinion, every bicycle should be registered and insured, they pose a risk of injuring people and/or cars with their rude driving habit, and they share the road, so why not pay for it?

They should ban bicycle taxis and horse ride carriages in NYC. This is not China or Pakistan, no need to have a horse peeing or worse in Columbus Circle when it's 96F degrees or have these bicycle taxis go 10 miles an hour clogging traffic everywhere.

They are licensed in third world countries so why not NYC. They can cause injury and property damage just like any other vehicle.
