In 1941, the Nazis killed and cremated more than 25,000 people, mainly Jews, in this area. The area is marked by two memorials commemorating Jews and Soviet prisoners of war massacred by the Nazis.

The proposed construction site is located 300 yards from one of the memorials.

The Odessa Association of Former Prisoners of Ghettos and Concentration Camps wants to stop the new construction because, according to some witnesses, killings took place close to the proposed construction.

A spokesman for the mayor said that the site is far enough away from the memorial to make the construction acceptable.
