New York City - A day after winning reelection, Mayor Bloomberg on Thursday seemed to step back from a campaign proposal to have free crosstown bus service.

The "real issue" at the core of the no-fare proposal was speeding bus travel by reducing time spent boarding passengers, Bloomberg noted.

That goal might be achieved through technology, Bloomberg said after touring the city's 311 call center with MTA Chairman Jay Walder.

"One of the things Jay just mentioned was a different technology may be able to accomplish part of that, but that's another one of those things down the road."

Walder plans to introduce a new so-called smart-card for subways and buses that need only be tapped or waved in front of a sensor, working like an

E-ZPass does at toll plazas.

He previously gave a cool reception to dropping fares on some Manhattan routes, saying the cash-short MTA couldn't afford to walk away from potential revenues.

Walder also announced Thomas Prendergast will be the next NYC Transit president, as first reported in the Daily News.

Prendergast is a transportation veteran in charge of the Vancouver, Canada, transit system since July 2008.

In the 1990s, Prendergast was NYC Transit's vice president in charge of subway operations. He was then promoted to Long Island Rail Road president.

"He is a person who can hit the ground running and will...," Walder said.

Prendergast's first day on the job will be Dec. 1, Walder said. He will replace Howard Roberts, who was asked to resign and did so Wednesday.

We should not be starting new services in this time of declining tax revenues. If we start a new bus line, it will cost money in subsidies. We don't have the money. Kol Hakovod to the mayor for realizing that it might not be such a good idea at a time of fiscal restraint. This is a wonderful symbolic gesture to show he will keep spending under control until the economy improves.

Because crosstown buses in Manhattan are very very slow, much slower than other buses, and this is a major problem. If people are to be induced to take buses instead of driving or taking taxis, something must be done to speed them up.
