New York - State officials and environmental groups hope the expanded bottle return law, which kicks in Sunday, will improve the environment and provide badly needed revenue.

For the first time, the state is requiring retailers to charge 5-cent deposits on water bottles, which shoppers will collect when the bottles are returned.

The new rule is an extension of existing deposit policies that apply to other kinds of containers, like soda bottles. All water bottles, including flavored or nutritionally enhanced water — anything that does not contain sugar — are subject to the law.

Officials believe the new law will bring in as much as $115 million a year because the state collects deposits consumers fail to redeem. Beyond the financial implications, leaders believe this expansion can improve the state's beaches, parks and roadways.

Less than 20 percent of water bottles are being recycled, with many ending up in the trash or in public areas, according to the New York State Association for Reduction, Reuse and Recycling.

Since the original law was enacted in 1982, the state Department of Environmental Conservation estimates 90 billion containers have been recycled at no cost to local governments, and roadside litter has decreased 70 percent.

Gov. David Paterson signed the new law in April, but a court battle with bottlers and redemption centers over the constitutionality of the law delayed enactment until last month, when the court overturned an injunction.

The law took effect Oct. 31, and the state granted retailers a grace period until Sunday to comply with the new requirements.

Bottles must be labeled to display proper deposit symbols, and machines have to be reconfigured to accept these containers.

Your prob wondering why the govt would wanna do this. Well lets just say obesity = more medical attention=$$$$. Make water cheaper not more expensive. Make us healthier not sicker.

But if you take the bottles back to the store, then you'll recoup your extra 1.25 - what's the issue? I prefer not using the bottles at all - I have a metal bottle on my desk at work & I fill that up with water from the cooler. At home, I have a filter on my faucet. Filtered tap water is cheaper than buying bottles all the time.

you think sink water is cheaper? you are still paying for water, did you forget we have water meters for a reason?

Do you think every time you fill up a 16oz cup from the faucet you are paying $1.25? No one says tap water is free, but it sure is cheaper.

You obviously have no idea that NY State pays a huge amount of money towards health care. If anything, they would want to lower medical costs that are a drain on the budget. We already pay the .05 deposit fee for sodas. Excluding drinks with sugar means excluding juice drinks, I definitely don't want to start returning orange juice cartons.
