    Africa Israel announced yesterday that it intends to file a complaint against Mahlev, who has been indicted several times for harassing Leviev and his family. Mahlev allegedly has been squatting for years on a piece of South Tel Aviv land that one of Leviev’s companies wants.

    In August 2008, Mahlev, 58, of Bat Yam, was indicted for threatening to extort Moshe Leviev, Lev Leviev’s brother and director of Lev Leviev’s company Memorand.

    According to the indictment, Mahlev has had a dispute with Memorand for years, over the compensation he received for vacating the Tel Aviv property.

    Mahlev allegedly sent a letter to Moshe Leviev in May 2008, demanding a property assessor be appointed to assess the value of the property, and threatening to wreak “irreversible damage” if his demand was refused.

    According to the indictment, a few months later Mahlev waited for Moshe Leviev outside a Bnei Brak mikveh. When Moshe Leviev emerged from the ritual bath, Mahlev asked him to get in his car, and again demanded that a property assessor be appointed. Moshe Leviev replied that he could not help him, since he was not a party to the dispute.

    Mahlev then allegedly threatened Moshe Leviev with a gun equipped with a silencer, but told him that since Leviev had addressed the issue, Mahlev did not intend to use it.

    In the indictment, Mahlev is quoted as saying that he “has nothing to lose, and if an assessor is not appointed to solve the dispute – blood and brains will be spilled.” Mahlev is also accused of hampering an investigation, for threatening to physically harm Leviev in order to keep him from filing a police complaint.

    A spokesman for the Leviev group said that Mahlev has been squatting on a property in southern Tel Aviv and has been involved in eviction proceedings with the Israel Land Authorities for years. The courts eventually ordered him out.
