Washington – Shimon Peres, the Israeli president, carried out secret negotiations with Mahmoud Abbas, the Palestinian leader, in an attempt to revive peace talks, it has been claimed.

Mr Peres met Mr Abbas in London at the beginning of April in an effort to launch fresh negotiations, according to Israel’s Maariv newspaper.
Mr Peres held talks with President Barack Obama at the White House in early April during a meeting from which close aides were excluded.
The two men also held a number of private telephone calls on secure lines.
As is normal in such circumstances, both Mr Peres’s aides and Palestinian officials denied the existence of a “secret channel”.
But Maariv, a Hebrew-language newspaper noted for its hawkish positions, quoted a source close to Mr Peres as saying that the president was “horrified” by the exposure of the talks and they subsequently collapsed.

President of Israel is a figurehead position like Queen of England – I always thought that he has no authority to do something like this

Do you folks believe that Peres was really doing this alone?? Most diplomatic work is done through back channels with full government support. Remember Netanyahu has to face the electorate Peres does not. If things blow up they throw Peres under the bus (i.e. Netanyahu disclaims any knowledge). If the initiative works, presto everyone is a genius.
Peres never one a single election in his own right. He was known as Ben-Gurion’s “puppy”.
Peres did exactly this back in the early 90’s, went behind Prime Minister Rabin’s back to negotiate with the Palestinian’s and the presented Rabin with the Oslo Accords as a fait accompli.
The job description of the President of Israel doesn’t include running the political affairs of the country, his position is purely ceremonial and is therefore elected by the MK’s rather than the Israeli populace themselves. He needs to be reminded to stick to his duties before he presents Israel with another calamity.
