Many people who voted for the religious parties, whether they be Shas, United Torah etc. did so knowing that Netanyahu was a sure win anyway and thus their vote would be better served by supporting the religious parties thereby affording these parties more leverage when negotiating with Netanyahu for inclusion into the governing coalition.
By excluding these religious parties from the governing coalition Netanyahu risks alienating and jeopordizes his chances with this group of voters should he need their support down the line.
