(VINnews)Albany, NY – The fate of the controversial Kiryas Joel annexation bill hangs in the balance, as Governor Cuomo has until midnight this Wednesday to decide whether or not to veto the bill, reports The Times-Herald Record reports (http://bit.ly/1Hb8aLe)

Cuomo must decide on a bill sponsored by Assemblymen James Skoufis and Karl Brabenec and Senator William Larkin Jr. which would involve county planning departments in any decisions to approve or reject land-annexation petitions which “require a county or the annexing municipality to provide water or sewer services.” If Orange County opts to reject the 507-acre Kiryas Joel annexation, four out of five members of the Monroe Town Board would need to approve the petition.

The legislative sponsors have argued that the legislation is necessary to “provide greater scrutiny” and set a higher level for approval of annexation plans. But Kiryas Joel and its proponents call the legislation discriminatory and say it’s intended to halt growth of the village. Both sides have vociferously lobbied the Governor to either sign or veto the bill.

Presently, there are two annexation proposals under consideration by the Monroe and Kiryas Joel Boards: one is for 507 acres; the other is for a request surrounding 164 of those acres. According to State law, the two boards must vote within 90 days following a June 10 public hearing on the petitions.
