Nine days later, when Paterson outlined his budget plans for the coming fiscal year, buried in the details was a provision his benefactors in Kiryas Joel wanted: one that would enable students at a local rabbinical college to claim annual tuition grants of as much as $5,000 a year.

The Jan. 10 fundraiser, which followed one held in the same home for another state leader three weeks earlier, represents a new element of Kiryas Joel’s influence in Albany, which has relied until now on cultivating relationships and delivering voting blocs.

The tools now include campaign cash, the same currency used by unions and other interest groups seeking to sway government policy and spending.

The fundraisers for Paterson and John Sampson – leader of the Democratic majority in the state Senate – were hosted by Akiva Klein, a wealthy businessman who serves on the board of directors of the rabbinical school, known as UTA Mesivta of Kiryas Joel.

He didn’t return calls for comment.
