Cuomo lends his star power among voters as well as his standing as head of the state’s Democratic Party to Rangel, who faces Democratic state Sen. Andriano Espaillat. Cuomo says Rangel’s seniority in the House of Representatives is key.

“I’ve worked with the congressman when I was in Washington,” Cuomo said on WOR’s “Gov. David Paterson Show.”

“I got to see what the congressman did up close and personal,” Cuomo said. “The congressman delivers for New York.”

Cuomo served as President Bill Clinton’s housing secretary during part of Rangel’s 42 years in Congress.

Espaillat worked with Cuomo for two years in Albany. Espaillat is the first Dominican-American to serve in the state Legislature and would be the first Dominican-American to serve in Congress. He was recently endorsed by former Rep. Herman Badillo, the first Puerto Rican in Congress and a co-founder of the Congressional Hispanic Caucus.

Cuomo said Rangel is tireless and serves New York well in part because House seniority is a powerful tool in securing aid and passing legislation.

The 13th Congressional District includes Manhattan and part of the Bronx.

Rangel was previously endorsed by Adam Clayton Powell IV, who had run against Rangel in the Democratic primary in 2010. Powell is a former state legislator and the son of Adam Clayton Powell Jr., whom Rangel beat in 1970 to take the seat in the heavily Democratic district.

Cuomo is a political hack who couldn’t care less about ethics. Rangel treated himself to whatever he wanted in Congress, and really should have been kicked out altogether for ethics violations. Many people question whether he would have been tossed if he was a Republican. Imagine this slob keeping a broken down Mercedes in a Congressional parking space for, what was it, a few years? You can take the man out of Harlem but you can’t take the Harlem out of the man. It just shows you how Cuomo has to lick the backsides of the blacks because they are united and have political power in New York.

Cuomo correctly points out that Rangel’s seniority makes him influential. This points out the brokenness of the system — if you want your district to have clout, you have to keep reelecting the same slimeballs.
