Once all the votes are counted, state Sen. Adriano Espaillat will emerge the winner of Tuesday’s contentious Congressional primary against longtime Rep. Charlie Rangel, according to Upper Manhattan City Councilman Ydanis Rodriguez.
“I don’t want to jump to any conclusion yet, but I’m confident that after we get to the 100 percent and we get to the affidavit votes…the results of this election will be complete different than the ones that are given so far,”
Rodriguez, a close Espaillat ally, told DNAinfo.com New York from the Board of Elections headquarters in Lower Manhattan, where he had gathered with several other community leaders to observe the count.
While the Associated Press and other outlets had declared Rangel the winner late Tuesday, his lead has tightened considerably as votes continued to be tallied. With 94 percent of precincts reporting, just 1,032 votes now separate the candidates — a margin of 2.6 percent.

94 percent of the precincts reporting amounted toi around 40,000 votes cast. If the same rate holds up for the remaining 6 percent, that leaves around 2500 votes not yet counted. Epaillat will need to garner at least 1750 of those 2500 votes (70% to 30%) to overcome Rangel. Possible, but not probable.
