    New York, NY – Mayor Michael Bloomberg, the chief architect of the sucessful 311 system, has galvanized many other cites in the US to copy the idea, earning him a reputation for being at the forefront of the merging between government and technology.

    Now Bloomberg outlined in his State of the City address Thursday, some new technological advances he plans to implement. They include putting GPS devices on school buses for emergency monitoring and tracking, and creating an online database in which New Yorkers can research how well the government is working, from fire response times to noise complaints.

    Referring to the financial data system that he created in the 1980s, Bloomberg said he likes to think of the new city database “as a Bloomberg terminal for city government _ except that it’s free to the public.”

    He also announced that the city is challenging the private sector to create a portable device for police officers to carry that will analyze DNA right at a crime scene. A monetary prize will go to whoever comes up with the technology, he said.

    Bloomberg also outlined two law enforcement initiatives that would need the state Legislature’s approval: a proposal to collect DNA from suspects upon arrest and another to make it easier to trace bullets used in crimes.

    The DNA proposal has alarmed civil liberties advocates, who say it violates the assumption that a suspect is innocent until proven guilty. In New York State now, only convicted criminals must surrender DNA. [AMNY/VIN]

    Here’s one for the [so called] Civil Libertarians to chew on. (Who are they, anyway. a bunch of rogues, who stick up for every criminal and terrorist.) The technology exists to embed a[n] undetectable chip in each license plate that will enable the Government to trace the movements of each vehicle on the road through GPS technology.

    And just to let you know Guiliani created the 311 system.

    Get your FACTS straight. The 311 system was a 3 years in the making and unfortunately Guilani was not there to see it’s fruition.

    311 WAS NOT A BLOOMBERG IDEA.

    maybe if giuliani had learned from the ’93 wtc bombing and actually helped fix the first responder systems then and not sold out to the cheapes bidder we might have had a better time instead of the confused chaos of the out of sync ambulance/police/fire that was on 9/11.

    if only bloomberg had been mayor then and not incompetent rudy.
