    The City Council is backing state legislation that would raise the penalty for cars that creep into congested intersections, become stuck and prevent traffic from moving. It is a familiar — and, for many drivers and pedestrians, infuriating — sight in Midtown Manhattan.

    Right now, obstructing traffic at intersections is a moving violation that costs drivers $90 and results in two points on a driver’s license, and tickets can, in most cases, only be given out by police officers. The City Council overwhelmingly passed a resolution on Thursday in support of a state bill that would reclassify the offense as a parking violation, with a fine of a $115, but no points. The tickets could be issued, fairly quickly, by the city’s 2,800 traffic enforcement agents, who also work for the Police Department but have different authority than police officers

    Most people would rather pay the extra cash and skip the points. This may be another Bloomberg tax, but one most drivers would prefer.

    Those traffic agents should not have the authority to write any tickets while the driver is operating the car period.

    Traffic agents are under a tremendous pressure to fill their quotas and perjure themselves constantly as a result.

    The PVB hearings are a farce as well. The NYC finance department succeeded in requiring that all the Adiministrative Law Judges that adjudicate parking summonses be full time civil servants. No more per diem lawyers, retirees etc. who may be a little more fair and independant of the administration.

    The most typical answer you will get is “Respondents claim that no meter exists at that location is unpersuasive” or “Respondents claim that his wife was in labor at the time he was parked in the NO STANDING ZONE in front of the hospital is unpersuasive”

    Regardless of photographs and documents substantiating the claim, the above decisions are made by non lawyer judges because there is no independant judiciary, only quota driven clerks.

    its great no points but this comes to show what a farce the point system became originaly it was for safety now its just to appease the insurance lobbyists points should only be given for safety issues people lose jobs because they have points on the license have many hardships because of points do any council members have any points on their license truck drivers are losing their jobs because of a non safety issue do any city workers have points or are we not all created equal
