The neighborhood, along with adjacent East Elmhurst, is the parking ticket capital of New York, according to new numbers obtained by the Daily News.

Cops and traffic agents have doled out a stunning 20,848 parking tickets in the 115th Precinct in Queens so far this year – the most of any precinct in the city.

Jackson Heights isn’t the only place where an astronomical number of parking tickets were handed out since January by the city’s roughly 2,800 traffic agents.

In the Brooklyn neighborhoods of Flatbush and Midland, the 70th Precinct issued 20,612 parking tickets between Jan. 1 and June 8.

But the numbers could start to rise. Another 200 traffic agents started work last week.

and guess what, the least ticketed, is the 90th Pct in Williamsburg, which had 3,598 tickets handed out so far this year.

A simple observation is that the running of a city as big as NY takes an array of skills. We had Guiliani whose heart and subjective goals for the city went a long way, not to mention his law enforcement experience. Despite his best efforts, the economy in NYC went crazy, and we needed Bloomberg to bring his business expertise to fix it. It seems he did this with a beautiful bottom line. However, it is appalling that he did this at the expense of only certain groups. He accomplished balancing the budget on the backs of drivers. There was never any effort to improve the situation for parking. Here are some examples of what can be done:

1 – Eliminate the block long bus stops. These are not easier for the busses, and they only take away several usable parking spaces.

2 – Remove fire hydrants that do not serve the public. There are many that have no piping underneath, and firefighters could not use them to obtain water to fight fires. They exist simply to have spaces to ticket.

3 – Parking meters are intended to maintain fairness in parking so that someone cannot stay the day and prevent shoppers. This is not detectable by NYC drivers. Meters are only to generate revenue to the city. You can be ticketed for a broken meter, and it is the driver’s burden of proof that the meter was not working. How many residential areas that have one or two stores on the block have become meter farms?

4 – Alternate sides parking regulations appear to be for the purpose of street cleaning. However, it is often that the cleaner trucks never come. Often, they come early in the time bracket, and cars that park there later get ticketed even though there is no disruption to the cleaning services. One also should look at the street after the cleaning trucks pass. They sometimes leave behind more dirt than they clean. And for that, we should be penalized?

How about combining the two? Putting the bus stops at the same 15 feet at the pumps, or large driveways. You can have some busy blocks on 13th Ave. that don’t have more than two parking spaces.
