CHP Commissioner Joe Farrow says the now-viral video has wounded his department, and he vowed to complete an investigation in weeks instead of the usual months.

Farrow spoke at a news conference Tuesday after a two-hour meeting with community and civil rights leaders.

Farrow said the Peace Officer Bill of Rights prevented him from revealing the name of the officer, who has been with the department for a year and a half.

The video shot by a passing freeway driver shows 51-year-old Marlene Pinnock being punched as she lay on the shoulder of Interstate 10.

It is never justified for police to punch someone. If she needed restraint, I am sure there could have been a better way. But, we didn’t even hear her side of the story and maybe she is totally innocent. In any case police brutality should never be tolerated.
