Jabbar Collins was convicted of killing Rabbi Avraham Pollack in 1995.
In 2010 Collins was exonerated of the crime and released from prison.
A civil rights claim against the city by Collins for $150 million is still open.
Three witnesses whose testimony helped put Collins in jail recanted their statements and one witness said Michael Vecchione, former Brooklyn prosecutor, threatened him if he refused to testify. Vecchione denied the accusation.
Former Brooklyn DA Charles Hynes headed the investigation at the time. Collins’ suit claims the former DA’s office ignored misconduct in the case.
