Borough Park, NY - Police Commissioner: Predator A Convicted Criminal, Fast Capture Credit To Shomrim.

Borough Park, NY - The man that flashed a 7-year-old girl at the corner of 52nd Street and 11th Avenue in Borough Park at about 5:30 p.m. Thursday, and a half-hour later, he allegedly exposed himself to two more girls, one 5 and one 6, and allegedly touched the 6-year-old before fleeing, has been identified as Constantine Kotzalides, 49, that served six years in prison for robbery.

Kotzalides, was arrested Thursday 10 minutes later, in what Police Commissioner Ray Kelly said a mother of one of the girls saw it all happen and alerted authorities.

“The mother of one of the girls sees this individual, sees him leave, gets the description of the car and the plate number,” said Kelly. “And this is given to the police, actually the Shomrim patrol, who was very helpful in this investigation. I believe they were the ones who first spotted the car, called the police and the individual was arrested.”

Shomrim should publicize the many many crimes they prevent, lost children and elderly they find. It's unfortunate that most people in BP aren't aware of Shomrims amazing work. The police don't have the time or manpower to follow a perp who's acting suspiciously. Shomrim knows the neighborhood and I know from personal exp. that Shomrim can follow someone for TWO hours (and longer) until they feel they can move in and stop a crime from happening. Keep up the great work.

Anon 1:23 is absolutly correct. If the shul I daven in (with over 100 mispalilim) is any proof, Shomrim does suffer from a major image problem. Most residents are just not aware of the great work they do in protecting our community. I only became aware about a year ago when a relative of mine joined Shomrim and I follow some of the calls on his radio. BSSP IS AMAZING.

This nutcase was followed two weeks ago after this creep was foloowing girls from BYA and Shulamis in Flatbush and Shomrim DID NOT NOTIFY the prinicipals or parents.

Thank go-d this story had a good ending but imagine if this guy would have kidnapped or done something to a girl because Shomrim was trying to play hero and wanting to be the ones to catch this creep....

The police department would have notified or done something according to police officials.

Shomrim should use their brains when you have a molestor in our midst and NOTIFY ALL PARENTS AND THE COMMUNITY instead of keeping quiet.


3 girls have to have a terrible experience because Shomrim kept the incidents over the last two weeks and the last few months quiet?


Shomrim does a great job but they have to know when to use their brains and when to ask a shaylah. Not one rav would have told them not to notify the community.

As a member of the BP SHOMRIM I disagree with the coordinators telling us to be quiet about this story.

Doing what is right is more important than having our community in danger from a molestor.

Please parents when will be the time when little kids will be supervised by the mothers. Instead of shopping all day prepare supper early so when kids are home and want to go out to play you can be there watching them and not relying on other good mothers or big kid( 7 years old) to watch the 2-3 year olds in this crazy world!!!!

I will not let my children play downstairs unless I am there ( yes Hashem has to watch but we have to do our job too)

If you cant take care of them-- dont have them.

He is on parole for robbery. Anyone who has kids that recognize him from any previous incidents should contact the police department. Many of the incidents involved exposure and not touch although some of the incidents involve touch and possibly kidnapping and more. Exposure is only a misdemeanor and in order to send him away for a long time it will be neccesary to have as many seperate incidents documented as possible. He has definitely been stalking girls in Borough Park and Flatbush but the question is if there is enough physical and eyewitness evidence to get him on anything other than Exposure. Please, if you saw something say something.

Nobody is condemning Shomrim. If you read the post the poster was giving an opinion as to wether Shomrim should have notified parents in this particular situation. This is the way I understood it.

Shomrim does a great job and without them crime would be totally out of control in our neighborhoods.

The question still remains. How WOULD YOU handle this situation if this happens again?


If I knew that a person is stalking girls and eventhough nothing happened yet I would definitely put an alert out to all shuls and schools. it is better to be safe than sorry.

Imagine if this monster would have kidnapped the girl and you were to find out that Shomrim knew about this guy but had no "evidence" you would not be piping mad as a parent?

This is about protocol and not condeming shomrim.

By the way, from the Rambam in the Perush Mishnayos it would appear that this applies when a person's actions are ambiguous or when the person is of extraordinarily good repute.

It apparently does not usually apply when the obvious import of a person's actions appears to be against halacha. There may, however be other opinions.

In addition, the Mishna does not explicitly limit the obligation to the actions of Jews. It may also apply to non-Jews but I am not sure.
