Albany – Governor Andrew Cuomo wants to lower the financial threshold from $10,000 to $5,000 for a current law that states anyone who owes those amounts in back taxes will get their licenses suspended.

NY Daily News (http://nydn.us/1KGUmr4) reports since the original law went into effect in 2013, almost 14,000 delinquent taxpayers have paid more than $125 million.
Cuomo believes lowering the amount to $5,000 would bring in an additional $9 million in revenue, followed by $3 million annually.
The amendment would have to be approved by the Legislature first.
The governor’s state budget plan also includes laws to make sure that taxes are up-to-date before renewing business licenses and permits or receiving state grants.

I can understand finding ways to encourage people to pay the taxes/penalties they owe, but anythings that interferes with the person’s ability to work is also going interfere with that person’s ability to pay.
It’s probably more practical to garnish wages.
Lets give driver licenses to illegal undocumented immigrants who work off the books and don’t pay any taxes, and suspend the licenses of hard working individuals who owe a few dollars in back taxes.
