    The Democratic governor said Wednesday a multi-agency panel will examine what happened Sunday night and how authorities can use the experience to improve emergency response.

    Port Authority Police have jurisdiction over the airport, though New York City police also responded Sunday.

    Loud celebrations of Usain (yoo-SAYN’) Bolt’s Olympic 100-meter dash victory have been offered as one possible explanation for the cause of the unfounded reports, which prompted chaos and evacuations.

    Authorities later determined no shots were fired.

    New York City Police Commissioner Bill Bratton said Wednesday the incident offers a chance to review law enforcement coordination and assess how authorities communicate with the public during crises.
