26 year old Abdurrahman Issam Qadan of Oregon was walking near the entrance of the Route 17M Shop Rite in Monroe at approximately 1 AM when he was stopped by an officer from the Monroe Police Department.

Qadan, who professed connections to ISIS, told police that he was a resident of Oregon and had been driving to La Guardia Airport with his girlfriend when the two got into an argument. Qadan said that he got out of the car with his duffle bag but the officer observed Qadan was acting suspiciously and that his bag was missing.

Asking what happened to the duffle bag, Qadan told the officer that the bag contained explosives and while he had originally planned to take the bag to the airport, he left it next to an oil tank at a nearby Mobile gas station. Qadan warned the officer to stay away from the bag, saying it might explode.

After officers confirmed the location of the bag, as well as a cell phone and laptop computer located nearby, the New York State Police Bomb Unit was called to the scene. Several major roadways in the area were shut down as investigators combed the scene and determined that no explosives were present.

Qadan was questioned by the FBI’s Joint Terrorist Task Force and admitted that he had lied about the explosives.

Detective David Lee of the Monroe Police Department said that Qadan was in possession of amphetamines, reported The Times Herald Record. Detective Lee also said that Qadan appeared to have “some issues” and that the FBI already knew of Qadan.

“They were interested in him before the incident,” said Lee. “He wasn’t a direct target but there had been other people he had been associated with.”

Qadan’s ex-wife told her father that the two had spoken last week and that Qadan said he may have gotten a job in New York. Qadan’s former father in law said that to the best of his knowledge, Qadan had never spoken about ISIS.

Qadan was charged with second degree falsely reporting an incident, making terroristic threats, felonies and seventh degree criminal possession of a controlled substance, with further charges still pending. He is being held at the Orange County Jail in Goshen on $300,000 cash bail, $1 million bond.
