    Huh? Unless WSJ has access to classified ROE, conducting drone attacks on suspected militants has been US policy since armed drones were invented.

    So the man with the silly red hat who refuses to accept the CIA’s findings on Russian hacking, who fights with John Brenan, who accuses the intelligence community of “wiretapping”, and consistently derides them over their Iraq war failures now decides to give them authority for drone strikes. I guess it makes him feel manly and macho.
