Israel – Despite the transfer of the US embassy in Israel to Jerusalem and President Donald Trump’s formal recognition last December of Jerusalem as the capital of the State of Israel, the State Department says it will not note “Jerusalem, Israel” on American documents issued in the city.

Currently, consular reports of birth and American passports issued in Jerusalem note only the city of issuance, not the country, in keeping with US law, which does not recognize Judea, Samaria or the Golan Heights as part of Israel. That policy applied to Jerusalem as well until Trump’s announcement last December.
As a result, consular documents issued in Jerusalem such as US passports or consular reports of foreign birth policy list the issuing agency by city only, rather than by the State Department’s standard practice of listing the city and country (for example, this author’s American passport specifies that the document was issued in Melbourne, Australia).
The current decision is a setback for American citizens in Israel who had hoped Trump’s announcement would herald a new State Department policy. In June, 2015 the Supreme Court ruled against the parents of Menachem B. Zivotofsky, who had asked the Court to force the American Consulate in Jerusalem to record Jerusalem, Israel as their son’s place of birth as “Jerusalem, Israel” on his passport and Consular Report of Birth.
What about a baby born today? Does the same rule apply? Or does the father file a form 240 at the consulate?
