Now, they are ready to give a nod to the owners of the property, who have re-drawn their plans to save the ridge, as well as provide land for a possible town park.
The Town Board agreed recently to symbolically throw its support behind plans for Bellevale, a proposed subdivision near Gibson Hill Road that once drew bile from residents suspicious about the developer, Israel Herskowitz, and angry about the potential loss of open space.
Herskowitz’s initial plans were to build 168 houses across the mountain ridge. His latest plans, however, call for 155 homes, eight of them on the Monroe portion of the property, clustered on opposite sides of the 139-acre ridge.
The proposal would allow a public path to the Appalachian Trail, as well as access to a half-century-old summer camp, which houses ballfields, dormitories and a small lake.
The project has yet to receive site plan approval from the Planning Board, but the Town Board’s decision to accept a portion of the camp site, known as Camp Monroe, for a town park essentially gave the green light to the site plan approval process, officials said.
“We basically said that we favor and support preserving that camp for a future generation of park users,” said Chester Supervisor Steve Neuhaus.
Planning Board Chairman Don Serotta said the town would be taking just enough of the camp site for a small park, as well as a walking path around the lake.
“What we’re trying to do is put a stake in the ground and say ‘this is the general area that the town would like to see dedicated as parkland,’ ” he said.
