A report of police data made public by the New York Civil Liberties Union finds that more than 171,000 people were stopped by police between January and March. The organization says nine out of 10 stops resulted in no charges or citations.

Overall, this record number of stops represents a 22 percent increase from 2008.

The NYPD’s controversial stop-and-frisk program has been the subject of numerous reports and lawsuits alleging it is abusive and contributes to racial profiling. Police maintain it is a valuable tool for keeping people safe, especially in high-crime neighborhoods.

“In just three months, the NYPD stopped enough totally innocent New Yorkers to fill the new Yankee Stadium three times over,” said Donna Lieberman, the executive director of the NYCLU. “What’s worse is that the disrespect suffered in the stop is not the end of it – these New Yorkers’ personal information is now stored in an NYPD database.”

The majority of those stopped were black and Hispanic, and the group says minorities are being singled out. The NYPD says minorities constitute the vast majority of reported crime victims, and police respond where crimes occur.

“The mayor and the Police Department’s top brass must immediately address this racially targeted, counterproductive tactic,” Lieberman said. “New Yorkers shouldn’t have to be afraid when they see a police officer walking toward them.”

In the past five years, more than 2 million people have been stopped, according to the report.

An NYPD spokesman said today that a more thorough reaction to the NYCLU’s report was pending.

I am glad that the NYCLU is agianst it. Now I know it’s a good thing to do. I just realized that if 9 out of 10 people were innocent and let go, that means that the police were able to catch more than 17,000 suspects. No wonder the NYCLU is against it. They want to protect the freedom to harrass and mug.
Thank you NYPD for a great job.
NYCLU…so predictable, like the New York Times and the BBC, so strongly in favor of the violent and so deeply against the rights of citizens who don’t rape and murder.
    Good job VIN.

i dont understand you guys its unconstitutional you cant just search someone with out a warrant or probable cause, weather he looks like a criminal or not and he might be one but the constitution must be respected its the law of the land and its a very slippery slope, i’d love to hear a logical defense to what the nypd is doing Just GO NYPD! doesn’t cut it i think its a very serious infringement

I will stay out of NYC until this fascist policy ends.

This is totally against the intent of the formation of this republic.

The arguement, “what are you afraid of, if you didn’t do anything wrong” is a very immature and ignorant arguement. The police will search anyone and do anything they can get away with. Do you really want to be harassed and possibly locked up because the police search you and find something or better yet, make up that you had something on you just for the purpose of harrassing you? The body is your private possession and the police don’t have unlimited rights to search you whenever and whereever they please. They need probable cause and a court issued warrant. I say NO to free unlimited searches by police. It’s a vioation of your privacy and an infringment.

Only a devout Communist would ever support this kind of searching. These are the tactics used by the communists in China, Cuba, Libya, Saudi Arabia, Syria, and Venezuela.

How proud you New Yorkers must be to find your society plunging into the depths of Communism. As I have said before, Communism is an all or nothing approach. If you want communist things like welfare, WIC and food stamps, you have to be willing to take the rest with it…. like ridiculous taxes and the government’s ability to search your body whenever they please. Thats what it means to let the government control your life.

In Israel we get “frisked” every time we walk into a restaurant, a mall, a school, you name it. 100% of all visitors.

As a former new Yorker, but one who watched 9/11 on TV with the rest of the world, I would say wake up and smell the coffee. The cops have better things to do than pin bum raps on any Mendel Beilis. And if you are more afraid of George Bush than of Bin Laden, you are entitled, but I’d rather err on the side of saving 100s of people from death and give a few percent of the population a taste of a lockup for the night (I’ve been a few times, it’s not the end of the world). Terror is more real than 1984, gentlemen.
