The mayor and the city Department of Design and Construction filed the lawsuit Tuesday in Manhattan Supreme Court.

Mr. Thompson has called the Brooklyn House of Detention project “flawed and wasteful.” The defeated Democratic mayoral candidate has refused to register a city contract for architectural planning of the jail expansion.

Mr. Thompson’s office says he was “protecting the public” by blocking a contract that was “improper and tainted by favoritism.” He has said the project would hurt the neighborhood surrounding the jail.

City lawyers say the contract was awarded properly. They say the jail needs to be expanded to alleviate crowding on Rikers Island.
