The crackdown is part of the statewide “Operation Safe Stop” The state estimates that 50,000 drivers illegally pass school buses every day. In the past five years, more than 35 students have been hit by drivers passing school buses, with several fatalities.
How about ticketing drivers or even fining schools where the students are STANDING or STICKING HEADS OUT WINDOWS???

Did you ever hear of the guy who cried wolf? If bus drivers abuse the law enough times, in the long run it may cause drivers not to stop even when the bus is loading/unloading. So, in a indirect way, yes it may cause dearth/injury r”l.
…and it’ my sincere hope that along with the pass-on-red-violators, they will ticket those that honk their horns when the bus drivers don’t shove the kids off the bus fast enough.
